Code of Conduct

Winnipeg Horror Con is committed to a safe, welcoming, and inclusive experience for every attendee, guest, vendor, exhibitor, and volunteer.

Expected Behaviour

We do not tolerate harassment of any kind. Anyone found in violation of this code will be asked to leave immediately and will not receive a refund.

Treat all attendees, staff, and guests with respect and courtesy at all times.
Harassment, intimidation, or discriminatory behaviour of any kind will result in immediate removal without refund.
Respect personal space — no physical contact or surprise interactions with other attendees, performers, or guests without consent.
Photography and video of other attendees requires their consent. Always ask before photographing someone’s costume.
No functional weapons or prohibited props on the convention floor. See the full Props & Costume Weapons Policy below.
Follow all venue rules and instructions from event staff and security at all times.
Costume content must be appropriate for a public event. Extremely graphic or explicitly offensive imagery may be asked to be covered or removed.
The judges’ decisions in all contests are final. Unsportsmanlike behaviour may result in disqualification.

Props & Costume Weapons Policy

Costumes and props are a celebrated part of Horror Con. To keep everyone safe, all props and costume accessories must comply with the following policy. All items are subject to inspection and peace-bonding at the registration table upon entry.

Allowed Props

Non-functional costume props made of foam, rubber, fabric, or lightweight plastic.
Prop swords, knives, axes, and similar items clearly made from soft or lightweight materials — foam, rubber, or sealed craft materials.
Toy guns and clearly non-realistic prop firearms. Must be peace-bonded at registration; orange tip must remain visible.
Oversized novelty props (chainsaws without chains, oversized candy, etc.) provided they are lightweight and safe for indoor use.
Props with LEDs, lights, or sound effects that do not create a safety or noise hazard.
Costume armour made from foam, thermoplastics (Worbla, EVA), 3D-printed materials, or fabric — provided edges are smooth and non-hazardous.

Prohibited Props

Functional weapons of any kind — real swords, knives, axes, bludgeons, or any item capable of causing physical harm.
Real firearms, airsoft guns, BB guns, or any functional projectile weapon — even with magazine or ammunition removed.
Pyrotechnics, open flames, smoke machines, or any fire-producing or smoke-producing device.
Liquids, powders, or substances that could create a hazard or damage other attendees’ costumes or property.
Props with sharp metal edges, exposed metal points, or structural components that could cause injury regardless of intent.
Oversized or unwieldy props that block aisles, obstruct attendee movement, or cannot be safely managed in an indoor environment.
Peace-Bonding: All approved props must be peace-bonded at the event registration desk before entering the convention floor. Peace-bonded items receive a visible tag confirming they have been inspected and cleared. Removal of peace-bonding tags or failure to comply will result in the prop being confiscated or the attendee being asked to leave without refund.
Not Sure If Your Prop Is Allowed? Email wpghorrorcon@gmail.com before the event with a description or photo of your prop. Event staff have final say on all prop decisions at the door — we recommend checking in advance to avoid disappointment on the day.
